Inverse Condemnation The California Constitution specifically provides California property owners with certain rights when their property has been affected, damaged and diminished in value as a result of a failure of a governmental system or structure which allows the property to be flooded. Marderosian, Runyon, Cercone & Lehman has litigated many of these cases and represented hundreds of people affected by devastating flood water.
